Releasing convicted felons

How many of these so called “non-violent” felons committed very serious and often very violent crimes, but got reduced sentences/charges as result of “plea bargains”?  The recidivism rate for convicted felons is very high and it is totally irresponsible, if not criminal, to release them back into society.  One of the reasons the murder rate has been declining (at least until recently) is that many of the perps were incarcerated.  The uptick in violent crime rates in the last 2 years coincides with the early release programs.
